On 16 May 1938, the British government set out the objectives of the Women's Voluntary Service for Civil Defence: Issued 3rd Sept 1939 and Sept 1945. Awarded to Viceroy Commissioned Officer's, other ranks and enrolled and unenrolled non combatants, civilians etc, who served overseas and beyond the eastern frontiers or in the 14th Army.
